Federal Grants Community of Practice Project

OFM has established the Federal Grants Community of Practice workgroup and has been holding bi-monthly meetings to discuss federal issues and share best practices. The workgroup’s main objectives are to create a community of resources, develop federal grant training curriculum, and identify and address ongoing grant management needs.

The workgroup currently has representatives from a variety of state agencies who manage federal grant programs of various nature and sizes. Members include fiscal staff, internal auditors and grant program management.

What are we working on now?

The federal workgroup continues to work on providing various federal grant training opportunities to state agencies. Here are some updates:  

  • Finalized the Federal Disclosure Form eLearning class. OFM appreciated the feedback received from members of the federal workgroup and the agency staff responsible for preparing the federal disclosure forms. The eLearning will be available on the OFM website in June 2020.  
  • Developing a Single Audit Overview eLearning class that will cover the Single Audit Act requirements and the single audit process in the state of Washington. OFM has provided a draft version of this training to the federal workgroup for review and comments, and is anticipating offering the class on the OFM website in June 2020.
  • Collaborating with the State Auditor’s Office (SAO) to provide federal compliance training to state agencies from an auditor’s perspective. SAO presented the first in-person Federal Grant Requirements training class in September 2019 and received a lot of positive feedback from participants. In light of the current situation, the next class scheduled for May 5, 2020 will be conducted via Skype. The session scheduled for September 15, 2020 will tentatively remain as an in-person class.
  • Contracted with Management Concepts to bring more extensive federal grant training to state agencies. The first training, Subawarding for Pass-through Entities, was held in February 2020. OFM will work with the federal workgroup to identify and bring in additional grant management classes that are relevant and useful to agencies. 
  • Providing opportunities for agencies to view free federal training webinars through an existing subscription service. The first viewing was held in February 2020. Based on agency feedback, OFM will regularly offer these free webinars and also plan on sharing the webinars on the federal workgroup’s upcoming SharePoint site. Stay tuned for more communication about the SharePoint site.

In addition, the workgroup has an objective to develop and share common resources for federal grants management with all agencies on the OFM federal resource site. OFM is continually working on building this resource site.
