By September 17, 2025, each Agency’s Head and Chief Financial Officer must sign General Ledger (GL) Reconciliation Certification to certify the statements on the form are true. This certification is required to support the statements in the Financial Certification and to ensure accurate, reconciled AFRS General Ledger balances are converted to Workday before go-live.

A draft version of a payment request/authorization template is available on OFM Accounting’s webpage under the draft WAAM Chapter 150 – Payables and Disbursements section. This template, which utilizes Workday’s FDM coding elements, will replace the current A-19 Invoice Voucher at go-live.  Agencies are not required to use this form, nor is there a standard required layout that must be used.

The draft version of Chapter 100 – Budgets is available for review in WAAM (Washington Administrative and Accounting Manual), which will replace SAAM when the state moves to Workday.

OFM published a Climate Commitment Act dashboard for fiscal year 2024 in November 2024. The dashboard allows users to find where CCA revenue is being spent around the state, and for what kind of projects.

We are excited to announce the draft version of Chapter 160 – Accounts Receivable is available for review in WAAM (Washington Administrative and Accounting Manual, which will replace SAAM when the state moves to Workday).

Many of the state’s policies regarding accounts receivable remain unchanged, and therefore WAAM Chapter 160 – Accounts Receivable includes several sections previously included in SAAM such as agencies’ responsibilities, required documentation, and the collection process. These sections of WAAM apply to ALL state agencies.

OLYMPIA – Washington state’s total population grew by an estimated 79,400 — to 8,115,100 as of April 1, 2025, according to annual estimates prepared by the Office of Financial Management.

Washington is growing, though it is doing so much slower than the annual average from last decade (79,400 in 2025 compared to 98,200 from 2010–20). The population is growing slower than last year, with an unadjusted growth rate of 1%. Looking at the current decade as a whole, the population has increased by 408,790 since April 1, 2020, which represents an increase of 5.3%.

OLYMPIA – Washington’s projected Near General Fund revenue collections through 2029 increased by around $8 billion from the March 2025 forecast, according to estimates released today by the Washington State Economic and Revenue Forecast Council.

OFM has released WAAM Chapter 90 – Statewide Customers and Suppliers which provides more details about the process to register Statewide Customers and Suppliers.

Suppliers are required in Workday to process payments using a Supplier Invoice. Like statewide vendors today, Suppliers are set up and governed by the Office of Financial Management Statewide Registration Desk.

Washington’s projected Near General Fund revenue collections through 2029 decreased by $845 million overall from the November 2024 forecast, according to estimates released today by the Washington State Economic and Revenue Forecast Council.

The forecast is comprised of revenue estimates for the current biennium (2023–25) which ends June 30, 2025, the next biennium (2025–27), and the subsequent biennium (2027–29).
