Transportation revenue forecast shows a modest drop, remaining above initial projections OLYMPIA – Washington’s projected transportation revenue collections through 2029 decreased by around $144 million from the June 2025 forecast, according to estimates released today by the Washington State Transportation Economic and Revenue Forecast Council. Combined with an increase in expected revenue in the June forecast, the latest projection means that the state will bring in about $61 million more in transportation revenue than was expected when the Legislature passed 2025-27 transportation budget in April. |

Projected state revenue through 2029 down by $903 million Moderately slower growth in national and Washington economies leads to 0.6% drop in forecast OLYMPIA – Washington’s projected Near General Fund revenue collections through 2029 decreased by around $903 million from the June 2025 forecast, according to estimates released today by the Washington State Economic and Revenue Forecast Council. The changes in the forecast are primarily the result of a weaker taxable sales forecast for retail and construction, lower state agency revenues, and a reduction in projected real estate excise tax returns, according to the ERFC. |

FY 2025 GL Reconciliation Certifications are due September 17, 2025 By September 17, 2025, each Agency’s Head and Chief Financial Officer must sign General Ledger (GL) Reconciliation Certification to certify the statements on the form are true. This certification is required to support the statements in the Financial Certification and to ensure accurate, reconciled AFRS General Ledger balances are converted to Workday before go-live. |

Draft Payment Request/Authorization Template Available A draft version of a payment request/authorization template is available on OFM Accounting’s webpage under the draft WAAM Chapter 150 – Payables and Disbursements section. This template, which utilizes Workday’s FDM coding elements, will replace the current A-19 Invoice Voucher at go-live. Agencies are not required to use this form, nor is there a standard required layout that must be used. |

Sub-subobjects added to match FDM Spend Category In the Workday Foundation Data Model (FDM), the Spend Category (SC) worktag is analogous to the AFRS sub-subobject codes. Most have a one-to-one relationship. However, the One Washington team has added more detailed SC codes to support reporting at a more granular level. Many, but not all, are in object J – Capital Outlays. Some agencies would like to use the more detailed coding in BI27 so that (a) the transition from AFRS to Workday will be easier, and (b) reporting over the biennium will be more uniform even though expenditures will be in both AFRS and Workday. |

WAAM Chapter 160 – Accounts Receivable is now available We are excited to announce the draft version of Chapter 160 – Accounts Receivable is available for review in WAAM (Washington Administrative and Accounting Manual, which will replace SAAM when the state moves to Workday). Many of the state’s policies regarding accounts receivable remain unchanged, and therefore WAAM Chapter 160 – Accounts Receivable includes several sections previously included in SAAM such as agencies’ responsibilities, required documentation, and the collection process. These sections of WAAM apply to ALL state agencies. |

Washington population growth slowing OLYMPIA – Washington state’s total population grew by an estimated 79,400 — to 8,115,100 as of April 1, 2025, according to annual estimates prepared by the Office of Financial Management. Washington is growing, though it is doing so much slower than the annual average from last decade (79,400 in 2025 compared to 98,200 from 2010–20). The population is growing slower than last year, with an unadjusted growth rate of 1%. Looking at the current decade as a whole, the population has increased by 408,790 since April 1, 2020, which represents an increase of 5.3%. |

Transportation revenue forecast shows modest increase since budget was signed OLYMPIA – Washington’s projected transportation revenue collections through 2029 increased by around $6.8 billion from the March 2025 forecast, according to estimates released today by the Washington State Transportation Economic and Revenue Forecast Council. Of the increase, $280 million is due to economic changes since the March forecast. This represents a modest growth in expected revenue from when the Legislature passed the 2025-27 transportation budget in April. |

Suppliers are required in Workday to process payments using a Supplier Invoice.
